Resource debates around AI data centres require three answers: how much is used, where and when, and who pays. A low PUE, zero cooling-water claim or global percentage alone cannot resolve a local community’s concerns.

Sources checked on 24 October 2026. Institutional estimates, projections, company design disclosures and illustrative scenarios are separated. No fixed water-per-AI-query conversion is offered.

1. Lower intensity does not ensure lower demand

IEA’s 2026 analysis estimates global data-centre electricity use at about 485 TWh in 2025, reaching about 950 TWh in its central 2030 projection.[1] These figures cover all data centres, not AI alone; the first is an estimate and the second a projection, not realised growth.

Task efficiency can improve while volumes, model complexity and applications such as video raise total demand. Reducing redundant calls, selecting appropriate models and measuring useful-task cost can help, but a task benchmark cannot simply be scaled into a campus-wide saving pledge.

2. Water accounting has at least two boundaries

The first boundary is on-site withdrawal and consumption for cooling and other facility uses. The second is water associated with electricity generation. Withdrawal is water taken from a source; consumption is water not returned within the relevant boundary. Adding the two definitions does not produce a meaningful total.

Annual means can hide dry seasons and peaks. In a stressed basin, timing and source may matter more than national average intensity. Another 2026 IEA report highlights trade-offs between power supply, cooling and water.[2] Project assessment needs consistent local and temporal boundaries rather than stitched-together national averages.

3. What does zero-water cooling address?

In June 2026, Microsoft described a new design introduced in 2024 using closed-loop direct-to-chip cooling that consumes no water for cooling during operations.[3] That is a specific engineering boundary worth comparing with evaporative approaches.

The statement does not establish zero water use for the entire facility, every existing site or the supply chain. Assessment should also check initial filling, other site uses, electricity generation, equipment manufacture and energy changes under different climates. A corporate design disclosure is not an independent annual audit of every facility.

4. A reproducible annual boundary model

The illustration starts with average IT load. PUE converts IT electricity into facility electricity. On-site WUE uses litres consumed per kWh of IT electricity; the power-sector factor uses litres consumed per kWh of facility electricity. They can be added only when both describe consumption without overlap.

Default assumptions—10 MW average IT load, 8,760 hours, PUE 1.2, on-site 0.2 L/kWh IT and power-sector 0.5 L/kWh facility—produce 105.12 GWh of annual facility electricity, 17.52 million litres on site and 52.56 million litres at generation. All are illustrative inputs, not local industry averages or permit limits.

Interactive · Change assumptions, not a forecast

Default: 105.12 GWh facility electricity; 17.52 million L on site; 52.56 million L at generation.

IT kWh=MW×1000×h; facility kWh=IT×PUE; site L=IT×WUE; generation L=facility×factor.

All inputs are illustrative. Both water factors must describe non-overlapping consumption. Excludes equipment manufacture, dry seasons and peaks. Not a per-query footprint or permit.

5. Will household electricity bills rise?

The answer depends on grid investment, use of existing capacity, connection arrangements and cost allocation. IEA notes that socialising new infrastructure costs can burden other users, while using spare capacity and paying an appropriate share can produce a different outcome.[2] Load size alone does not establish a rise or fall in household tariffs.

Project communication should disclose connection timing, peak demand, interruptibility, payment commitments and exit responsibilities. Water communication should explain dry-season constraints, site sources and contingency arrangements. Employment or investment pledges cannot substitute for these terms.

6. Turn controversy into answerable project questions

For an operator, useful deliverables may be a boundary-consistent resource disclosure, design comparison and community question set rather than a green-AI label. Enterprise buyers can first check the region, period and definitions behind supplier disclosures, then assess task efficiency.

7. Judgement and source register

A credible discussion can recognise improving efficiency alongside real local pressures from rapid expansion. Project evidence needs boundaries, geography, timing and responsibility rather than a single favourable metric.

IT kWh=MW×1000×h; facility kWh=IT×PUE; site L=IT×WUE; generation L=facility×factor.
